What is the LIHEAP Program?

The Low-Income Home Energy Assistance Program (LIHEAP) provides crucial financial assistance to help income-eligible households cover the cost of heating during the colder months. The program is managed by the Pennsylvania Department of Human Services and administered locally through County Assistance Offices.


LIHEAP helps reduce the risk of unsafe heating practices and energy insecurity by supporting low-income families with utility payments and emergency heating system repairs.

To qualify for LIHEAP, households must meet annual income guidelines, which are based on 150% of the Federal Poverty Income Guidelines (FPIG). Applicants must reapply every year to remain eligible.

For the 2025–2026 Heating Season (November through early April):

Through LIHEAP, our agency assists qualified households with emergency heating system repairs and replacements. Once approved for LIHEAP benefits, clients may be referred to us for the following services:

Crisis Heating Assistance

Available from November through early April, this service provides urgent heating system repairs or replacements for LIHEAP-approved households whose systems are not working. If you're experiencing a heating emergency, call the Crisis Hotline at 866-410-2093. Our team will assess the situation and provide the necessary repairs to restore safe heating.

How to Apply

To apply for LIHEAP, follow these steps:

  1. Visit your local County Assistance Office or apply online through COMPASS.
  2. Submit required documents, including proof of income and household information.
  3. Reapply each year to continue receiving benefits.
